Why Smelters May Not Appear on the EMRT

The Extended Minerals Reporting Template (EMRT) is a standardized tool developed by the Responsible Minerals Initiative (RMI) to support due diligence and transparency in the sourcing of minerals such as cobalt, mica, copper, lithium, nickel, and graphite. It includes a Smelter Reference List and Standard Smelter List to help companies identify and report smelters, refiners, and processors in their supply chains.

However, users may occasionally find that a smelter or refiner they expect to see is not listed in the EMRT. 

Below are the most common reasons why this may occur:


1. The Facility Has Not Been Validated by RMI

To be included in the EMRT, a facility must be validated by RMI as meeting the definition of a smelter, refiner, or processor for the relevant mineral. If a company has not yet undergone RMI’s Smelter Disposition Process, it will not appear in the official lists.


2. The Facility Does Not Process EMRT-Covered Minerals

Some facilities may be involved in upstream or downstream activities but do not directly process cobalt, mica, or other EMRT-covered minerals. These entities are not classified as smelters or refiners under RMI’s standards and are therefore excluded.


3. The Facility Is No Longer in Operation

If a smelter or refiner has ceased operations, it may be removed from the EMRT lists. 


4. The Facility Was Found Non-Conformant or Ineligible

Facilities that fail to meet RMI’s audit standards or are deemed ineligible for the Responsible Minerals Assurance Process (RMAP) may be excluded from the EMRT. This includes:

  • Facilities whose last audit resulted in non-conformance
  • Facilities that no longer participate in RMAP
  • Facilities whose operations no longer qualify as smelting or refining 

5. The Facility Is Not Yet Added to the Latest EMRT Version

The EMRT is updated periodically. If a facility was recently validated or identified, it may not yet appear in the current version. Users should ensure they are using the latest EMRT release and check the Smelter Look-up tab for updates. 


What to Do If a Smelter Is Missing

If you believe a smelter should be listed but is not:

  • Use the “Smelter Not Listed” option in the EMRT and manually enter the facility’s details.
  • Report the missing smelter to RMI at RMI@ResponsibleBusiness.org for review and potential inclusion.
  • Consider becoming an RMI member to gain access to the full smelter database and validation tools.
