A conformant smelter or refiner is a facility that has successfully completed an independent third-party audit under the Responsible Minerals Assurance Process (RMAP) or an equivalent cross-recognized program. This audit verifies that the facility’s sourcing practices align with the OECD Due Diligence Guidance for Responsible Supply Chains of Minerals from Conflict-Affected and High-Risk Areas.


Key Criteria for Conformance

To achieve and maintain conformant status, a smelter or refiner must demonstrate:

Supply Chain Due Diligence

  • Implement policies and management systems to identify and mitigate risks in mineral sourcing.
  • Follow OECD Annex II risk mitigation guidelines.

Traceability and Transparency

  • Maintain documentation that identifies the origin of minerals processed.
  • Ensure that sourcing does not contribute to conflict financing or human rights abuses.

Risk Management Systems

  • Establish internal controls to monitor suppliers and mitigate risks related to conflict, child labor, and other high-risk factors.
