These facilities play a vital role in the global supply chain by transforming raw mineral materials into refined metals, which are then used in various manufacturing processes.
Specifically, smelters are essential for the extraction of metals such as tin, tantalum, tungsten, gold (commonly referred to as 3TG), as well as other critical raw materials necessary for technological development and industrial applications worldwide. Their operation ensures the availability of these essential minerals for use in electronics, construction, and various other industries, highlighting their importance in maintaining the integrity of the supply chain.

The RMI (Responsible Minerals Initiative) defines a smelter as a facility dedicated to the extraction of base or precious metals from various sources, including ore, concentrates, or secondary materials such as recycled metals. This complex process involves chemical, thermal, or electrolytic methods to separate and purify the metals. Such facilities typically receive and process mineral concentrates or raw ores, employing advanced metallurgical techniques—such as smelting, refining, or leaching—to produce a final, market-ready metal product. Additionally, smelters often represent the final point in the supply chain where traceability to the original mine of extraction can still be maintained, ensuring transparency and responsible sourcing in the metal supply network.
🔄 Smelters vs. Refiners
Although the terms are sometimes used interchangeably, RMI distinguishes between:
- Smelters: Facilities that extract metals from ores or concentrates.
- Refiners: Facilities that purify metals to a higher grade, often from smelter outputs or recycled materials.
Some facilities perform both roles and may be called smelter-refiners.

Smelters are essential to RMI’s Responsible Minerals Assurance Process (RMAP), which audits and confirms that smelters and refiners follow responsible sourcing standards. Facilities that pass the audit receive a Smelter ID and are listed on the RMI’s Conformant Smelter List, which downstream companies use to fulfill due diligence and regulatory obligations.
🛠 How to Become Recognized as a Smelter by RMI
To qualify for the RMI’s audit program and earn a Smelter ID, a facility must:
- Submit a Smelter Pre-Assessment Form. (See CIQ Submission)
- Undergo a review to verify eligibility.
- If eligible, take part in the RMAP audit process.
Only facilities that meet the RMI’s definition and criteria are eligible for recognition.
