How to Submit The Scoping Agreement

Purpose:
This article provides detailed, step-by-step guidance for the submission of Attachment C, also known as the Validated Assessment Costing Approval (SA), as part of the Validated Assessment Program (VAP) audit process. This form must be completed after the bidding phase and the selection of an audit firm.

When Is The SA (Scoping Agreement) Needed?
The Scopin agreement is required once the bidding phase of the VAP audit includes an audit firm that has been chosen. The designated Audit Payer—who is responsible for paying for the audit costs—is tasked with completing and submitting this form.

Step-by-Step Submission Guide

  1. Notification Receipt: After the bidding phase is finished, the Audit Payer will receive a notification through RBA Online thating a new task is available: completiong the SA phart of the audit.
  2. Access RBA Online: The Audit Payer will log into the RBA Online portal using their authorized credentials and may can either:
    - Select the pending task directly from their dashboard, or
    - Use the search feature to find the specific audit by its Audit ID.
  3. Navigate to the SA Tab: Inside the audit record, click on 'Audit Data, ' then go to the 'SA' (Validated Assessment Costing Approval) tab.
    Choose Submission Method: You will see two options:
    - Sign Online: fill out and submit the form electronically.
    - Manual Submission: download the form, sign it either by hand or digitally, then upload.
    This guide focuses on the Manual Submission process.
    Download and Review the Form:
    Click the 'Manual' button to download the SA template. Carefully verify all details for correctness. Sign the form and include any other required information.
    Upload the Signed Document: Return to the SA Tab in RBA Online, and upload the completed and signed form into the designated upload area.

After submitting, the RBA team will review the form and confirm receipt. This step is crucial for planning and carrying out the audit.
